Right-click on the USB root hub option and select Properties. Select the power management tab, uncheck the box next to “allow the computer to disable the USB ports,” and click OK. Repeat the process for other USB root hub options. Reboot your PC. For laptops, check the power supply.
Press ‘Win + I’ shortcut keys to open Windows Settings app. Click on ‘Update & Security’, then go to the ‘Troubleshoot’ section from the left-side menu. Scroll downwards a bit and click on the ‘Power’ option. Click on ‘Run the Troubleshooter’. It will start detecting the problems and if it founds, go ahead fixing it.

Thanks to JimB, I have used Nirsoft's USBLogView and found that one of my Microsoft Hub Ethernet port gets into cycle of connect/disconnect. When I looked close into my setup, I had a wifi usb adapter aswell connected via (Aukey Multi-function USB Hub - CB-H17). The sooner I disconect my wifi USB adapter, the annoying noise stopped.
Currently when the laptops or tablets, that are connected to the docks, go to sleep the disconnect and reconnect noise can be heard over and over again. We are running Windows 10 1909 and have already update the dock firmware, several drivers and the bios on the devices. We are still experiencing the same issue.
Right-click on the problematic device, and choose Update driver from the context menu. In the new window that crops up, select the Search automatically for drivers option. Now, wait until Windows searches for any available driver update online and install it on your computer. 6. Reinstall All the USB Controllers.
